Bill Summary
HB 1196 would have created a 12-member commission for the study of alternative health programs. The commission would have been required to study existing and alternative health programs, and publish an interim report, solicit feedback from the public regarding the interim report, and publish a final report. The commission was charged with comparing the advantages and disadvantages of alterative approaches to health care including a competitive market approach, universal coverage, existing Colorado health care policies and health programs proposed or implemented in other states that address the problems of public and individual health care expenses.
Though HB 04-1196 did not pass, a similar version of the bill passed as a resolution in 2005 creating an interim task force to study the same issues (see HR 05-1017).
