    HB04-1196
    HB 1196 would have created a 12-member commission for the study of alternative health programs. The commission would have been required to study existing and alternative health programs, and publish an interim report, solicit feedback from the public regarding the interim report, and publish a final report. The commission was charged with comparing the advantages and disadvantages of alterative approaches to health care including a competitive market approach, universal coverage, existing Colorado health care policies and health programs proposed or implemented in other states that address the problems of public and individual health care expenses. Though HB 04-1196 did not pass, a similar version of the bill passed as a resolution in 2005 creating an interim task force to study the same issues (see HR 05-1017).

    HB04-1094
    HB 1094 would have allowed a person who has quit a job due to domestic abuse to be considered for unemployment benefits as long as other conditions are met; not be required to actively seek work for the first 45 days after filing a benefits claim; and refuse to accept new work if that employer is not accommodating to the needs relating to domestic abuse.
    Bill Status:
    This bill lost by one vote on the floor of the House of Representatives, but a revised version passed and was signed into law in 2005 (see HB 05-1105).

    HB 1046 revised statutes governing courts and court procedure by clarifying that certain periods of time applicable to the appearance date and the service of the summons and complaint in a forcible entry and detainer action shall be based on "business days" rather than "days".
